Well it sounds like an impossible thing to do, but not in Egypt.
Under the recent demonstration in Egypt the government successful turned off the Internet for a couple of day in an attempt to control the demonstration. The first rumors reported that government officials contacted individual ISPs and told them to shut down their networks, and If not they would lose their license for running communication company. New reports tells that most of the Internet providers in Egypt are connect to the rest of the world through a single datacenter (Internet Exchange Point), which made it possible for the Egypt intelligence service to force it offline very effectively. The remaining connection to the rest of the world was closed doing some phone calls/arm-twisting.

There should be an entirely government independent internet source in place to prevent that kind of thing. Nobody should have that kind of power to just flip the switch.
